First China-CELAC Legal Forum Held at SUFE

The first China-CELAC Legal Forum was held on December 18 at Shanghai University of Finance and Economics (SUFE). The forum was sponsored by the China Law Society, hosted by the School of Law of SUFE, the China-Latin America Legal Research Center (Shanghai), the Chinese Modernization Institute at SUFE, co-organized by Shanghai Law Society and SUFE.

Under the theme of “Deepening China-CELAC cooperation on legal and facilitating the development of China-CELAC relations in the new era”, the Forum was attended by representatives of 18 countries, including China, Argentina, the Bahamas, Brazil, Chile, Costa Rica, Cuba, Ecuador, Grenada, Honduras, Jamaica, Mexico, Nicaragua, Panama, Peru, El Salvador, Trinidad and Tobago and Venezuela, Peru, El Salvador, Trinidad and Tobago, Venezuela.

Wang Hongxiang, Secretary of the Leading Party member's group of the China Law Society, Member of the Standing Vice Chairman of the Constitution and Law Committee of the 14th National People's Congress , attended the forum and delivered an opening speech.

Wang Hongxiang said this year coincides with the 10th anniversary of President Xi Jinping's proposal that China and Latin America should strive to build a community of shared destiny, and that legal is an important element of cooperation between China and Latin America and is the common aspiration of all member states. We should utilize the power of legal to deepen the “hard connectivity” of infrastructure, promote the improvement of the relevant legal system, improve the synergy mechanism for risk prevention and control, and push forward the construction of the “Belt and Road”, promote the “soft connection” of rules and standards between China and Latin America, continuously promote legal in international relations, promote well global governance with effective international legal, and work together to build a just and reasonable system of global governance, promote “heart-to-heart” communication between the Chinese and Latin American citizens, uphold the concepts of civilization of equality, mutual appreciation, dialogue and inclusiveness, and comprehensively strengthen legal exchanges and practical cooperation.

Liu Yuanchun, President of SUFE, said the Forum is an important initiative to deepen legal cooperation between China and Latin America, and a concrete manifestation of SUFE's efforts to promote the further development of China-Latin America relations. As one of the pillars of China-Latin America relations, legal cooperation has achieved remarkable results in the fields of trade dispute settlement, investment protection and international arbitration. Hope experts and scholars discussing the development of legal in the context of globalization and contributing to the establishment of a more equitable and sustainable international legal order.

Zhang Mingqi, Member of the Leading Party Group, Vice President and Secretary General of the China Law Society, presided over the opening ceremony, read out the Shanghai Declaration of the First China-CELAC Legal Forum at the closing ceremony, and made a concluding speech.

The Forum set up keynote speeches and four symposiums: “China-CELAC Legal Cooperation on Digital Economy and Scientific and Technological Innovation”, "Opportunities, Challenges and the Future of China-CELAC Legal Cooperation on Finance “Economic and Trade Cooperation and Legal Guarantees under the China-CELAC Comprehensive Partnership” and “China-CELAC Climate Legal Cooperation under the Global Development Initiative”. Liu Liya, Vice President of SUFE hosted keynote speeches.


Song Xiaoyan, Dean of the School of Law of SUFE, and Director of the China-Latin America Legal Research Center (Shanghai), expressed her gratitude to the guests and scholars in the concluding speech, said this forum has injected new wisdom and vitality into legal cooperation between China and Latin America. The remarkable achievements made by China and Latin American countries in the fields of digital economy, financial legal, economic and trade legal, and climate legal have laid a solid foundation for cooperation. SUFE has always been at the forefront of serving national strategies and promoting international cooperation, would continue to maintain close cooperation with academic institutions, the legal profession and government departments in China and Latin America to jointly promote the progress of legal.
